Depends, they can only work if the system has the right hardware.
Old hardware will bring a poor performance result.
When your system is simply not powerful, the cpu the gpu is too old or not enough ram, the age of the hdd these tools wont help rather its a certainty the lifespan of your computer is reduced.

The gpu holds the power through drivers to optimize any game.
Many gpu can also be overclocked.

When you see a newer game with recomended system specs that is usualy minimum.
I'd suggest to you to consider how your system stacks up age etc.
The length of time played and speed of play also should be considered. Even top pc will have limits.

Nope. Not really.

Most are just snake oil. Others are at best memory optimizers that force your system to unload non-essential services and programs and flush all memory from ram to page file and reserve the ram for the game.

This does create an intitial performance boost for some but we're talking like a at best a 15% boost that dimminishes quickly over time.

In the end

if you want better FPS Get a better GFX Card.
If you want shorter load times. Get a SSD.
You want better overall performance: Get a better CPU & More Ram.

Acer Predator Helios 300 Gaming Laptop, 15.6" , Intel i7-7700HQ CPU, 16GB DDR4 RAM, 256GB SSD, GeForce GTX 1060-6GB, I have added a 2nd SSD .
Not the fastest but OK for a laptop, I travel a lot,do some of the optimizers just simply turn off programs and services running in the background? Does just that help much? Thanks for the help .

That's something people can do by themselves though. Rule #1: Don't install any unnecessary programs, especially programs that run background processes.

Granted, this rule seem to be the far most difficult to follow, for some odd reason.

Some people have pre-loaded junk and they don't know how things work.

Fair point. The first thing I do when getting a new PC is to reinstall from scratch. Microsoft offer a comfortable solution to do just that, but that hasn't been always the case.
