It's similar with disabled accounts.
Often action will be taken but you won't see it.
This is mostly the case with disabled scam accounts.
They are often disabled, or returned to their owner.
No message is sent when some form of action was taken.
what i meant was that i always think i got banned in some forum for something i said

I wasn't here since the beginning, but i can say, during the past few months (from 2018); they've done a TON of updates!
