Since Steam counts each games time , if you you let 30 games run for 10 hours , Steam will show you a 300 hour combined playtime on your profile.
Its not "hacking" nor is it forbidden but also not that useful apart from getting the trading cards you would get anyway a bit faster. It also messes up your real playtime stats but some people dont care about that.
As for the game with 1000 hours, its possible that he just let the launcher or similar run in the background to collect game hours,or its a game that only unlocks achievements in certain modes.
I have a lot of time in many Paradox games but barely any or none achievements since they unlock only in hardcore mode which prevent manual saving, something that i hate.
Could be something simple like that.
2 Games active = 2 hours of playtime per hour
10 Games active = 10 hourse of playtime per hour
....

He uses a programm / script to run all of his games at once even though they are not actually running, so he farms multiple hours per hour (although it sounds stupid af)
