Waited for those 2 days now, as full downloadable content was already downloaded.
Now it's the 6 GB rest.
Thought it will fix itself after a while and started downloading the next game (~60gb size). But after 80% the download speed again went down to kilobytes or even bytes per second.
Currently I download yet another game, let's see how that goes.
In any case, I tried switching servers, but that didn't work. It must be a problem on Steam's end since my connection is fine (and games start to download with full speed when the other, previous games are stuck, which makes no sense).
I'm located in Germany, so maybe there is a weird problem currently? Started yesterday evening. The day before I downloaded a game to the same computer without problems.
EDIT: Third game downloaded completely without problems. Weird.
EDIT2: The 60gb game now resumed download with max speed, but when it reached 93% the same s*** happened again, now it's currently at 40 bytes/s. I guess all I can do is wait and hope Steam will fix their crap eventually.
I had try every possible solution on my old system. On my new one also, besides changing the download region that I will might try later, if my current download get stuck again.
Would be nice then the steam devs finaly fix this issue^^.
Only the first game I downloaded on my new system has work as it should, the other ones have all problems.
Edit: And CPU and Network is currently by 3%.
Edit²: Halflife 2 has now completely downloaded like Skyrim before. Still Oblivion and Total War: Warhammer refuse to do the same. Its just weird imo.
My downloads are finished in the meantime.
After that ~450MB update of " steam common redistributables" it wasn't downloaded fast, but finished finally.
Java isn't usually needed anymore as a systemwide installation; even Minecraft has it built-in these days.
I have choose now the "South African - Johannesburg" server as download server. Hopefully that helps everyone with similar issuses.
Before, I had try several servers in germany, france and the usa. No server there had help me, but with the south african it runs fine for now.
The prcoess will not consume much / any bandwith, and you will see disk usage.
Slow downloads on Steam can be caused by a swath of things.
For posterity...

In case any needs it.
Since the SSD was recently formatted, assuming OP has Windows 10, did they try running the "Optimize" cycle in Defragment and Optimize Drives to "TRIM" the unused space and thus return it to the SSD's free space pool?
