They are in charge of their game hub though.
If you want to appeal it, contact support.
Case in point: Mac Walters, the guy who wrote the ending to Mass Effect 3, started getting butthurt when people called out how crappy it was. He banned people off Bioware forums for that and said "I hope you make a game some day, so you know how it feels when others ♥♥♥♥ on it. Enjoy your ban."
If they ban you, post your criticism somewhere else where they can't block or censor you.
We're on the Internet, there will always be a place where we can be heard.
In your email, you also threaten the dev to remove your ban or that you'll leave your bad review so it seems obvious that your review is bs.

But to answer your question, yes, they are allowed to ban you for your tone.
Hostility doesn't require insults. If he doesn't want you in his forum anymore because he doesn't like your holier-than-thou attitude, then that's his choice.
But hey, 50% of the time I'm treated like a human being, so that publisher is awesome!
And unless there's a very obvious abuse of power where a dev just hates you for no legitimate reason and clearly does it out of spite and makes fun of you after the ban or something then I doubt that Steam would do anything about it.
I am guessing at least that they just assume that the dev is in the right per default unless there's an astranomic amount of evidence pointing to the opposite.
I've been banned before for '' flaming '' even tho I wasn't and I made a pretty polite comment really about my disapproval and then everyone else were having a massive argument but I was the only one who got banned even tho I did nothing wrong <.<.
I think that I might've just been randomly sacrificed on the altar by the devs to scare the others or something, I really have no clue.
And it was a long time ago but I don't behave badly towards people on the internet like a lot of people do.
But I doubt that Steam would really care in the end of the day.
And they probably get like a billion of different ban appeals a day.
actually man, 'send an email about your problem rather than raging on the forum' is a common response. It is polite because it keeps arguments out of the public eye. He put it right back in the public eye though, so good on him for making himself look bad.
"What in the world is wrong with you?' is a fair question from someone who just got perma banned for very litle reason. A temp ban prpobably i wouldnt have even cared. But you buy games also to interact with the game's community

Holier than thou? Actually the person willy nilly swinging ban hammers at fans of his game for very very little reason are the holier than thou ones.

You're trying to use your negative review as leverage. That sounds like a very thinly veiled threat.
Also, if you're willing to remove the review then it sounds like you don't have a lot of conviction in what you wrote.
The review itself says I like the game. So does all the rest of the emails, forum posts. The review was made not as a threat but as a warning to people. It's a this game is ok but this dev isnt ok and is doing some sketchy things to me here. Namely cesoring negativity on his title, abusing his admin power and possibly sending his dev team to my review to bomb it with 'funny ratings' and make me look like a madman.
Reviews are warnings to a consumer. Mine is a 'use at your own risk as this dev may ban you PERMANENTLY for very little/no reason, leaving you unable to fully enjoy the community aspects such as forum banter.'
The review is filled with fact and drama, true. He caused this drama himself with his knee jerk, hypersensitive move.
It is also a very mature thing to do to offer a solution to the situation at hand, mine being 'if you want me to remove the ugly truth from this public wall that you needlessly forced my hand into writing with your brash actions, then you will turn this ugly and unwarranted ban into a temporary ban so that I can fully enjoy this product I bought'
