tldr. It's just a scaling problem and can be fixed by changing some compatibility properties for the steam.exe. Just go to compatibility and then go to the "High DPI-Settings". After that check the box for overwriting High DPI-Scaling and select "System".
Restart Steam - a warning will pop up that you run with compatibilty settings which can be ignored - and voilá the In-Game-Overlay is fixed.
Thanks, compatability mode fixed the issue, although steam interface becomes pretty small on 4K display, but in game overlay works properly again.

Yeah i got same problem with youtube...whole google...I was also using overlay for youtube 99%...
Apparently last steam update solved the black screen problem, however now the google services login is broken indeed. Fix one thing and break another lol
