Steam is being used in Iran, iraq & syria - why does Valve not block terrorist countries?

As an US company how is Valve still selling games to terrorists? I dont see how they are supposed to afford many anyway.

Yeah obviously not every single one of many million is directly a terrorist themselves, but a good enough portion, enough so that they are considered dangerous/threatening terrorist strongholds by many civilized countries and sanctioned a lot.

As long as the USA has no trade embargo with said countries, then Valve is free to sell to said countries.

Yeah but Valve is a US company + in the US thats single few black sheep/psychopaths and not at all the norm. While iran etc. has large terrorist organizations not compareable to anything in the west.
