Purchased elsewhere does not grant you the benefits the Steam version will have.
could rockstar possibly make something that imports the achievements to steam, yes, but it won't be pretty as the unlock date would be the same for all the achievements, hence it might as well look like you used steam achievement manager to unlock them.
so the short answer is probably no.
adding the achievement request to a non drm or other drm version won't make those calls work for obvious reasons, that means you need a steam version.
so if you do not plan on buying it on steam it means no steam achievements, but i guess you would have to be mad at epic and rockstar for that as that is out of valves hands, so perhaps ask epic about it or even rockstar as it is not a steam issue i guess.
(i actually thought epic would have had achievement integration by now for their own client, but i might have remembered wrong as i barely looked at their roadmap for their client.)
That being said, it comes out in Early December, so you've probably got less than 3 weeks to wait for it to be here.
Epic barely do some proper work to their launcher either way it's the reason why people are angry.
