If I buy Red Dead 2 on Epic or Rockstar client...
...can I link it to Steam once it's in the Steam Client store so I can get the achievements?
If not, please explain any limitations or restrictions.

No.

Purchased elsewhere does not grant you the benefits the Steam version will have.

no you can't link it, and no you most likely can not import the achievements. as both epic and steam has their own achievement integration and rockstar most likely their own, it means rockstar needs to make a steam version as they have made a epic version.

could rockstar possibly make something that imports the achievements to steam, yes, but it won't be pretty as the unlock date would be the same for all the achievements, hence it might as well look like you used steam achievement manager to unlock them.

so the short answer is probably no.

Do you plan on purchasing it on Steam?

I am asking because there are NO achievement options for any games in both Epic and Rockstar clients. And I can NOT find a list of available achievements anywhere in the Rockstar Social Club like I used to get for GTAV.

Only if and when there is a preorder option BEFORE December 1st. If Rockstar waits until then or later, it is likely to be released too close to Christmas for me to buy it that month.

to have achievements enabled, the game requires steamworks integration, that means the game needs an appid to run.
adding the achievement request to a non drm or other drm version won't make those calls work for obvious reasons, that means you need a steam version.

so if you do not plan on buying it on steam it means no steam achievements, but i guess you would have to be mad at epic and rockstar for that as that is out of valves hands, so perhaps ask epic about it or even rockstar as it is not a steam issue i guess.
(i actually thought epic would have had achievement integration by now for their own client, but i might have remembered wrong as i barely looked at their roadmap for their client.)

You wouldn't get achievements through linking. Achievement Support comes from the Steam copy and as such you must buy the Steam copy to get them.

That being said, it comes out in Early December, so you've probably got less than 3 weeks to wait for it to be here.

Just did a search. The last roadmap Epic published was in March. So far, I have not found an achievement list in the launcher. I even played Beyond Two Souls and nothing popped.

I hope that means that preorders start this week.

Maybe it's bugged?

Epic barely do some proper work to their launcher either way it's the reason why people are angry.

Why should you get any benefits from Steam if you decide against buying it through Steam? Do as every same person does: wait for the leaving of Early Access and get it in December on Steam on the official PC release.

It is not Early Access. It's Exclusivity.

No pre-order. Just Special Edition. Not enough time to negotiate a pre-order bonus pack with Valve PR?

No, you can't.
