Aside from such an outward-facing desire, what does it matter whether your game-linked accomplishments aren’t tracked statistically in all cases?

That is the simple reason these limitations exist Valve can't stop devs chasing an easy quick buck but they can reduce the number of customers willing to hand over the money with these limitations.
