Steam > Settings > Web Browser > Delete Web Browser Cache and clear Cookies.
After finished restart steam.

Clearing cookies is not necessary as you will get a Cool down period.
Actions such as clearing your web browser cookies, using a new web browser, reinstalling Steam, and reformatting your computer will make that device look new to Steam and will trigger this restriction.

Just delete web browser cache and Steam downloads cache.

Well I found out why anywho, it's because steam in their infinite wisdom decided to reset my queue filters... AGAIN...

I did all of that and the problem didnt solve, I used my friend account and it works but when I use my own account it shows me the -101 error I think I should reset my account but I dont know how🤔
