Av messing with them. Whitelist Steam with firewall allow through.

Steam>Settings>Shader Pre-Caching. you can disable this option if you are not using Opengl/Vulkan as it might cause problems.
Steam>Settings>Downloads>Clear Download Cache. This would probly be the best thing to try first as it might fix you're problem, Verifying the files on the game might fix the startup to.
Steam>Settings>Cloud> Disable the Cloud if you are not using it, have hadd issues with it in the past on my older systems, couldn't even login to other accounts when i hadd this activated.
Update you're Gpu Drivers and do a clean install, Dota2 usually stops working for me when im using old drivers.
Lastly you can also Delete All the Webbrowser cookies in Steam>Settings>Webbrowser. As it might fix some other issues you might have.
