To removing these games from account for free stuff look under account license, or look up the game in Steam support, and remove there.
One of the most requested features for the new library UI was that FTP games should stay visible in the library even when uninstalled. Just like normal games.
Of course many people now discover that they have a ton of FTP titles or demos in their library they once clicked on like 5 years ago.
But its easily fixable, go to your accounts license page:

All FTP games and DEMOs have a REMOVE button right next to their license.
Just press it and the license gets removed from your account and the game will vanish from your library view.
Dont worry, only FTP stuff has that Remove button, you cant remove licenses for games you bought or activated keys for.
That was already in the old library. Its something that Steam introduced a few months ago.
Before that every game you downloaded came with all the libraries and DirecX version you needed to run it.
What the "Steamworks Common Redistributables" and the other one do is collecting all those needed files in a folder and if a downloaded game needs them it installs them from there.
So they save the space to include those files in every game download.
So dont delete them, they just redownload themselves.
You can filter them out if you dont want to see them since they are classified as "tools" in the library view.
Or just hide them.

Yeah and why in God's name are drivers listed there in my library? Why are dedicated servers to games I never owned, never like, and never will ever own, also now in my library?

I have not ever even visited the page for that game. I will not ever play that PoS game. Why is it cluttering my library?
I just hid a hundred things and I'm not even done yet. It's all just tons of different random pieces of garbage, random drivers, random toolkits, random servers for all sorts of games the majority of which I have never so much as set foot in the store page let alone followed or wishlisted anything. At least that would make sense for a FTP I wishlisted or something but let me tell you something
NOW I think I know what the real issue is. I think Valve just sold out. The way I've got certain weird dedicated servers listed in there makes me think I swear to god that Valve struck some deal with some other massive and terrible AAA company. I cannot think of any other rational reason for why I've got some of those things in there. I'm still checking through this list and some of it is just completely random and makes no sense to be there and like I said, there is not an option to remove it, only to hide it.
Why is a Call of Duty game thing listed in my library. Over all the things I was annoyed about before, this adds a layer of insult to injury I cannot abide.

And why is it there to begin with? I had nothing to do with these. Why would it even be listed? It's not like Valve is going to list every single game server out there, so there's just these few. *Why* are these being listed. Why can I not permanently remove them

There you had to press a button to explicitly view the tool/software section.
Remove all filters except "Games" and make sure the " Ready Games" button at the right is active. (blue)

Then your library wont show anything then currently installed games.
Like already said, they were ALWAYS part of your account, you just did not see them in the old library UI unless you specifically looked for them.
And why they are there, because games come with them.
For example if you buy a Call of Duty game you get like 3-4 entries in your library, game, multiplayer server, beta servers/ test servers and so on.
Just that the later are tagged as "tools" and did show up unless you activated the "tools" view.

America's Army 3, and Call of Duty 3, and any and all iterations of Call of Duty and America's Army, permanently erased from my account. They were added--without my permission--and without giving me any option to remove them, nor was I given any option nor ability to remove these...things, from my account via the help & support link as my only two options linked back to each other. I am getting legitimately angry at this point. Please permanently erase them all and block these games and any iterations of these games in those series from having a presence on my account or contacting me.
