Please YES, some games/software I have in my library has no banner image and a completely white banner is shown instead. This does not fit the default dark themeish look of steam and is really ugly. Its not nice to be flashed by a bright white wall all of a sudden
It reminded me of the good times I had in my games and every now and then, seeing one of those background pictures was enough to make me want to boot the game up and play again. If that's not good design, I don't know what is.
Please Devs, tell us it is possible or if not that you'll bring it back!!!

while it kinda allows to set the background manually, it just lacks the subtle "oh hey, i remember taking this pic" effect while randomly clicking through the library
Note devs have added some very good logos and backgrounds if they choose to do so.
Still, the old backgrounds were a) transparent/faded (not sure what to call that - anyways, subtle in the background) and more importantly b) changed automatically.
Overall I think it was better than the manual change we have now.
I thought it was originally a cool idea it did that. Sad they took out another good feature.
