An option is maybe that steam get a Steam-value or steam-tokens for beeing active, create workshop stuff and co.

If the price difference between the 2 regions is more than 10% after currency conversion, you can not gift it. The original regional restrictions still apply, if the game has them.

I mean you can thank places like G2A that necessitated this kind of measure because they 'care about developers' so much they facilitate essentially VPN fraud but don't care because they get tons of money from shady sub-vendors that sell said games and trick users into logging into VPN websties to change their regions

I agree. I know there's a rationale, but it was still annoying one Christmas to find out I couldn't get a DLC for a friend which was on the friend's wishlist. But since then, I've decided to send market items (trading cards, emoticons, and profile backgrounds) to friends who I deem worthy of presents.... And no, I'm not taking any friend requests at this time!
You're better of not knowing as what they do is even worse than simply pirating the game.
