Some already are done that way. But all are basically just for advertising.

The only times coupons stop dropping and you get trading cards are for the 2 big sales events, Summer and Winter for crafting game badges.
It's nothing but an annoyance and useless clutter to me. And other example of just how out of touch Valve's become.
