I just tried going to where you said but I don't see a "Scale text and Icons" area in there
Join the mega suggestion thread and try a skin from one of the users who posted in it.
Valve has decided not to support the "classic" method of High DPI Awareness but instead leverage a method used in recent versions of Windows 10.
Steam client app is the ONLY software I use that gives me grief cuz of no text scaling.
Come on guys you can do better!!!. Aren't you just being a bit lazy on this? :)
As a programmer myself, I can't believe that it's very difficult to 'fix' this
