When you say mouse scrolls, are you talking about looking with the mouse or the scroll wheel?
What mouse?
Either way, if it's any sort of gaming mouse you should be able to create a custom profile for the game exe with the mouse profile software and lower the mouse DPI or fiddle with the scroll wheel settings until you're satisfied.
It's just an old game called Port Royale and I use a normal mouse, not a gaming one.
I was not talking about the scroll wheel. In other words, the mouse sensitivity is too high (I tried to lowered it from my control panel but nothing changed, it's like something about the game itself).

or disabling scroll, and move around using the minim map.
Maybe trying WinXP compatibility mode?
