I currently have 2 computers at my house and am wondering if I can play the same game with a friend on a local server

Use family sharing.
Disconnect Internet cable from your router (both PCs are connected to router, but router is not connected to Internet)
Launch game on both PCs, create local server on one and join with other.

if game supports LAN mode - then no need to family share anything. start steam client normally on 1 PC, use the same account on second PC but start steam client in offline mode, then start the game on 1st PC, create server/session/whatever and join this game from 2nd PC. for example, this method works perfectly with Borderlands1&2&The Pre-sequel (and maybe that's why LAN mode was removed from the Borderlands 1 Enhanced remaster).

Depends on the game.....but for most no....otherwise you could access both locally on LAN. Hence no need for the Q

You play On-Line using 2 PC's, after the way i've experienced Games going
lately, it seems that companies are not favoring 2 PC's in the same house
as much as they did in the past...

There are a lot of Limits you have when using PC's in the same house together... ~_~
This has only just started to become a thing since the Updates or Launch of
STEAM Link, & Windows 10's new CD Key being attached to an Account, not
the PC anymore... Even with Client Launchers such as STEAM, theres been Limits
on PC's now, ~_~

Before all this, we had none of these Limits...

& with the lack of Content supporting it, we really do have Local & Lan Gaming
becoming a more & more Diminished Service now...

On-Line Gaming has been the much bigger focus now...

Pretty soon, On-Line Gaming will be our only Option...

Sharing Games with Another Account to Play over 2 PC's will not work,
you must own additional copies of the Game, multiple Accounts, & good
luck with at least Windows 10 on Additional PC's? ~_~

The STEAM Link is a much better service, it's cheaper, more affodable,
it offers couch Gaming, it also offers the Players to Play on multiple devices at once
without any hastle... But it's not the best source for Internet Lagg Free Gaming, o_@

So here is the final verdict...

Depending on your Setup, you may or may not be able to play Games over 2 PC's
in the same house... but, but be prepared for a butt load of problems getting it to work...

--------------------------

PS: Sharring a Game from PC to PC, regaurdless of same or different Account,
does not work, because the owners Account causes the other PC's Account
to Require a Payment Fee, or whatever... You can download a Game on Multiple
PC's yes, but only 1 PC can play it at a time, the moment Player 1 (Owner),
hit start Game, Player 2 will be kicked out of Game after a few mins, & then
thus be asked to pay for the Game that is being run by the Owner, o_@

On top of this, just because Player 1 (Owner) hit start on 1 Game, this
renders all Games, not just the 1 being played, but all Games owned by
this user to not be playable by PC 2, until Player 1 Exits the Game...

This is however not the case with Free Games, as long as both PC's
& Accounts that are running the Games are the original owners...
Such as Free To Play Games, & such... Are more likely to be Playable
then Paid ones...

If people have a good work around, that would be great, but i'm not even sure
this works in Offline Mode, but never tested the offline mode...
