Fix for Atlas/Ark workshop/download loop!!!!
ok so the problem was the steam download cache if you have the mod download loop like i did, click steam/settings/downloads/ at the bottom click clear download cache and boom reinstall mods and ur good to go

Auto subscribe will give same problems, did you subscribe manually after clearing cache and restarting steam?

i unsubbed from the mods first, then deleted them (in my case atlas, the mods were in steamapps/common/atlas/shootergame/content/mods) and then i cleared the download cache, steam prompts you to restart and then i subbed to all the mods manually again and the download actually worked instead of reading 0 when all said and done, and then i was able to rejoin the server

Wait, so... we have to uninstall all the workshop content from all our games to get them updating/downloading again?

Not what I'd call a remotely reasonable solution.

Valve, FFS, get your s**t together and knock it off with the godawful downgrades to your client.

This doesn't work. Steam still re-downloads the non-functional mods each time the Steam client or the computer is restarted.

if you have a ♥♥♥♥ ton of mods yea i can see ur problem but for me my other mods were fine it was only the atlas mods that were in the download loop and there was only 4 of them so it wasnt a problem for me

Unfortunately clearing the cache is not working for me. After two Steam-reboots the issue is there again.

no i read almost every game with has option with mods/ using workshops of valve steam is infected. From stellaris, Atlas/Ark to Cityskylines. I think the Valve team did get arrogance with updating and have no technical team stand by monitoring if an update goes right or otherwise to roll it back then pushing all there customers over to new version and you can not postpone Steam update, because they are pushed. I think Eu need to investigate the monopoly of valve. You can never buy games anymore without steam. Yeah maybe some games by EU, Uplay and Epic store. Most of the game still are sold only by steam portal. So it is misusage of market power. Also it is almost vandalism of hooligans. They break a good working pc /games and you can not do something about it only pray Valve get awake at some time and go do there job lol. Very strange they do not have 24 hrs technical alert time.

I found a potential fix, albeit a round-about fix, but it worked for me concerning Miscreated. When the client updated I noticed it also caused EAC to prompt for permission to update. After doing so I was not able to get on my own server so after doing some looking and testing, which took a while, I also noticed that it was failing to authenticate some players that were joining the server. At that point i decided to test a theory, which fixed my problem.
The Fix:
If your game uses EAC, on windows computer it is located at- C:\Program Files (x86)\EasyAntiCheat
If you had it install to a different directory than you will need to go to the directory it is located in to proceed.
Click on the exe file in there, let it load up. In the Games list, find your game, click it then you will notice a "Repair" button show up. Click the repair and that should resolve the issue.
