Games only get removed by Steam for that reason.
Most likely he used stolen artwork he did not have the copyright for and the real artist issued a DMCA with Steam.

If you bought the game its still in your library and you can play it.
It just does not count for your games list anymore.
Go to Inventory..click on the card....you will find a button called "Turn into gems" and click it.
It will tell you how much gem it is worth it. After that you will find gems in your inventory. After you accumulate to a certain digit you will able to create new booster pack or turn gem into sack.
Or if you get 1000 gems you can make a sack, and sell it on the market.
