Sure enough, right after I finished unbricking roomie (sent him back to 1803) I got that dreaded bandaid. I put it off for an hour.
It might be that you need to use the Windows 10 Creation Tool USB program to force the update. Most of the time I've seen posts about Windows Update breaking things, the user got it from Windows Update via download, but people that have used the Creation Tool seem to have had less mishaps, or at least, from what I can see on Google.
If you have Pro though, it'd probably be best to enable the "Defer Feature Updates" in Group Policy Editor to 365 Days though, that way you get a full year from the date 1903 hits the general public until it's forced on you.

@OP, what are your specs and when was the last time you gave your desktop a good internal dusting? Usually heat issues arise when fans and heat sinks have a large collection of dust on them.
Another factor is that you’ll need to check for updates manually in Windows 10 1903. If you have any, it will tell you that you have updates, but it’s your responsibility to initiate the process.
It's currently using 25% of my CPU, I hope it finishes soon, but from searching one guy said book a hotel vacation, and it will be done when you get back.
I don't use narrator, but I'm not going to emulate my own OS through EDGE.

Okay, so I killed two services,
and my machine stopped emulating a space heater.
That's in services.msc for people who don't know how to find them. PLEASE BE CAREFUL if you mess around in services.msc
I tried unplugging my 4 port USB hub first, thinking something got borked, but that did absolutely nothing.
As to devices connected to my computer there's the HDMI display, USB keyb, USB Mouse, USB wireless adapter, and the aforementioned 4 port USB hub.
I'd never heard of these services before today, but apparently other people have had trouble with them.
CPU usage is now sitting around 3%, top user being task manager.
USB hub is working just fine, I have NO clue why those services were such turds.
If the problem comes back, you should check your mobo manufacturers website for any updated chipset/USB drivers and try updating them and see if that helps.

Your antimalware software is likely running a scan. Mine takes up roughly 13% of my CPU's processing power to do a full scan.
My Mobo is completely discontinued (Dell) I couldn't get a replacement if I wanted to. Still, thank you for the spirit in which your advice was given.

My previous rig was a Dell Studio 540. Had a Core 2 Quad Q9650 and 8GB DDR2 RAM in it. Ended up upgrading the GPU from a NVIDIA Geforece 9800GT to a GTX550Ti. Ran perfectly fine until about 4 years ago. When I had the Dell Service Support stuff running on it, it ran a lot slower.
