Windows 10 1903 Steam Client High CPU and Power Usage Fix
If you noticed that your PC's CPU's started melting down during Steam Downloads and Very High Power Usage Just use this simple fix

If you feel that you CPU and PSU are melting down during downloads from Steam on Windows 10 1903 no matter how cool or new your gaming rig is after the latest Microsoft Update,do the following:

1)Go into Settings>Ease of Access>Narrator

2)Turn Everything off

Optional:Roll back to Windows 1809 build and turn the Feature updates off on Windows Pro versions until all the bugs are squashed in 1903 and later versions Steps below:

1) Open Edge
2) Open https://www.microsoft.com/en-us/software-download/windows10
3) Edge>Settings>Developer Tools>Emulation>in the Device section Select IPad or Ipad Mini and you'll have an option to download the Windows 1809 October Build. Both screen shots provided on github

With the bugs it has right now like the one described above,Windows 1903 is more of a "rolling release" than a polished one.:steamfacepalm::steamhappy:

I forced mine back when it first rolled out. It caused too many issues with some "other" programs I need to use.

What the frak is wrong over there? You don't break stuff with updates!

Sure enough, right after I finished unbricking roomie (sent him back to 1803) I got that dreaded bandaid. I put it off for an hour.

Win 10 isnt an OS it's an App, what do you expect.

I have 1903 on my new PC. But then again I installed it with 1903 to begin with, and haven't had any issues.

It might be that you need to use the Windows 10 Creation Tool USB program to force the update. Most of the time I've seen posts about Windows Update breaking things, the user got it from Windows Update via download, but people that have used the Creation Tool seem to have had less mishaps, or at least, from what I can see on Google.

If you have Pro though, it'd probably be best to enable the "Defer Feature Updates" in Group Policy Editor to 365 Days though, that way you get a full year from the date 1903 hits the general public until it's forced on you.
my pc is still on 1809 , think I'm not gonna force it to update and wait for microsoft to fix their stuffs. :0

I’m running 1903 perfectly fine.

Core i7-6700K
NVIDIA GTX970
16GB RAM.

@OP, what are your specs and when was the last time you gave your desktop a good internal dusting? Usually heat issues arise when fans and heat sinks have a large collection of dust on them.

Another factor is that you’ll need to check for updates manually in Windows 10 1903. If you have any, it will tell you that you have updates, but it’s your responsibility to initiate the process.

Jesus, it's like a see-saw. it's going between 9% and 22% CPU utilization. The only thing open is one tab in my web browser.
I installed it yesterday with no issues anywhere other than having to turn a few privacy options back off. Everything else is running fine

I think my search index got borked, I don't even use that.

It's currently using 25% of my CPU, I hope it finishes soon, but from searching one guy said book a hotel vacation, and it will be done when you get back.

I don't use narrator, but I'm not going to emulate my own OS through EDGE.

update - Narrator is off by default.


Okay, so I killed two services,

Stopped Connected Devices Platform Service
Stopped Connected Devices Platform User Service_251eb4
and my machine stopped emulating a space heater.

That's in services.msc for people who don't know how to find them. PLEASE BE CAREFUL if you mess around in services.msc

I tried unplugging my 4 port USB hub first, thinking something got borked, but that did absolutely nothing.

As to devices connected to my computer there's the HDMI display, USB keyb, USB Mouse, USB wireless adapter, and the aforementioned 4 port USB hub.

I'd never heard of these services before today, but apparently other people have had trouble with them.

CPU usage is now sitting around 3%, top user being task manager.

USB hub is working just fine, I have NO clue why those services were such turds.

Are you running any software for peripherals? Like Logitech Gaming Software or Razer Synapse etc? Might be a driver or software problem.
If the problem comes back, you should check your mobo manufacturers website for any updated chipset/USB drivers and try updating them and see if that helps.

Your antimalware software is likely running a scan. Mine takes up roughly 13% of my CPU's processing power to do a full scan.

I disabled those services, but I do have Synapse installed (It's also disabled)

My Mobo is completely discontinued (Dell) I couldn't get a replacement if I wanted to. Still, thank you for the spirit in which your advice was given.

Could be Dell's services xD That stuff is bloatware IIRC. Go into Programs and features, and uninstall anything that has to do with Dell Support Assist.

My previous rig was a Dell Studio 540. Had a Core 2 Quad Q9650 and 8GB DDR2 RAM in it. Ended up upgrading the GPU from a NVIDIA Geforece 9800GT to a GTX550Ti. Ran perfectly fine until about 4 years ago. When I had the Dell Service Support stuff running on it, it ran a lot slower.
