Change your password on a secure device.

Make sure you follow these instructions TO THE LETTER or this will keep happening to you. And do not give out Passwords or Steam Guard Codes TO ANYONE. Steam/Valve Employees will NEVER ask for that information and NEVER threaten to ban you.
Before that, I asked that Ubisoft block login attempts [on my account] from China and Russia, but they never responded to that request.
This means someone has your account name and password.
It's possible that Steamguard sends the EMail in whatever language the login has used. I have no experience with 3rd party logins, so I can't say.
That's something different. What "verification"?
