I've been on this place before and believe me it feels sad not having enough money to buy a couple of new games when you have the new PC right infront of you and no games to play. Last year I bought my first gaming PC and I had a tight budget of $1000 on PC (we have to pay a lot of taxes in India so PC parts/consoles cost us a couple of hundred bucks extra so a $700 PC in US cost us $1000). I ended up spending $1300 because graphics card, ram and cpu prices had skyrocketed and the local suppliers took advantages of this by saying the prices were high due to crypto-currency mining despite having all the stock they needed. I couldn't wait so ordered the parts anyway and had to play old/indie games for a while. I know its a totally different story but I can feel how your friend must be feeling.
Just lend $5 to your friend and take it back after a month.
