Are there any peacefully city builders?

My mother enjoys playing nonviolent city builders that doesn't make things absolutely difficult, unlike Elvenar. I can't seem to find anything besides the Civ series, but apparently the A.I. is a bunch of warmongerers......can someone help?

Very good, not too complex , looks beautiful, completely peaceful, short rounds.
Ideal if you just want to build a bit for 30 minutes or so.

Both games have random events spawning a few enemies, but they are very easily discarded and 99% of the gameplay is peaceful.
