Is Phantasy Star Online 2 coming to steam?

If so will it be windows 10 only or will it work on Windows 7 too?

I heard it is also coming to PS4, so I maybe there's a chance it is multiplat on the PC as well.

PSO2 won't be Win10-only - it's been around for literal years in Japan and plays fine even on Win7 32-bit machines. I used to play on the JP PC servers.

Now, whether it's coming to Steam or not, that's a genuine question, one I don't have an answer for.

If it comes to Steam i'll buy it blindly.

I played PSO 1 on my Sega Dreamcast was great game(still have it also my online saves :)

Sega announced it's would release an english version in the west not a long time ago.

As of today, a Steam release is pretty much confirmed. The online manual that you can look at in the Xbox One beta describes how to launch the game from Steam.
"Launch PC game version

When the download is complete, you can proceed to launch the game by doing the following:

Steam
Open the Steam client and search for “Phantasy Star Online 2” under the “Library” section, then click “Play.”
If you opted to create a desktop shortcut, simply double click on the shortcut to launch the game."
