Windows Vista/7 users and Game Explorer
Game Explorer will never work because a link was stutdown and many games can't be launched as default, so you need to edit a key on Regedit, so:

Open regedit and go to

HKEY_CLASSES_ROOT\Local Settings\Software\Microsoft\Windows\GameUX\ServiceLocation

change "Games"="h t t p s : / / games.metaservices.microsoft.com/games/SGamesWebService.asmx"

with

"Games"="127.0.0.1"

This only in Windows Vista/7

an official fix is not available for now...

And that's a problem because...?
Because these games want to load rundll32.exe and gameux.dll that try to connect to
h t t p s : / / games.metaservices.microsoft.com/games/SGamesWebService.asmx but that link is dead and this cause a 100% of cpu usage and game can't load

on Windows 10 game explorer was removed in build 1803 and now is not available

What 'these games' are you talking about? As far as i can tell you're just complaining about an utterly useless feature in older versions of windows.
Morrowind, Doom 3, Icewind Dale 2, Postal 2, Painkiller Black Edition, Painkiller Overdose, Far Cry 1 and many others (i don't know about recent games and i'm using Windows 10; all Windows 7 users that have Game explorer have this problem, and as default is enabled)

Strange, they run just fine for me, then again i've disabled the game explorer ages ago. I don't understand why anybody would use that piece of crap to begin with.

Again, stating in your initial post what games are acutally impacted by this would probably be helpful.

That's "normal", this happen only when Game Explorer is enabled

...so you're complaining that using a totally optional and deprecated feature is causing problems?
it's caused by that link that is not working

IMO the safest and easiest way to fix this issue is to simply go to system32 and syswow64 respectively take ownership of the gameux.dll file and rename it to gameux.disable. it should fix the issue and god forbid you find the one game that needs it you still have the file and can simply change the name back.

Very bad idea...

Not really since M$ killed the server the file no longer serves ANY kind of useful purpose. So unless your stupid and rename the wrong file there is no risk to your system doing it this way. Take it from a senior level IT tech who has been cleaning up M$'s messes and running modified OSes for over 10 years
