Does Tabletop Simulator have settlers of kattan at first or do you have to buy it, or does it not have it at all?

It doesn't have it as part of the main "game" and it's not DLC, but there are like 59384505 Catan mods in the workshop.

(In theory, the only games you get with TS are license free games or rather the bits to play them. Other official licensed properties are DLC. But the Workshop is packed with stuff - well worth going through.)
