Buying a game, spending the points and then refunding will see you retain your Stream level but the bracket to reach the next one is extended based on the points you spent on the refunded game.
This stops points abuse.

Don't spread unfounded rumours.
There was no Starbound exploit - getting points doesn't do anything and doesn't raise your max points cap. No one was punished for using it since it didn't do anything. So someone got 1894795 mil points drinking soda? Oh, but their cap was only 1000? Ouch.
Starbound was actually the worse and slowest option. Idling one game you have loads of achievements in for 30 min would give you more points than you'd ever need.
