How do OSTs work
A lot of games seem to have OSTs.
Are they ingame music. For games that I purchased OSTs they don't show up in game.
How do I use the purchased OSTs?
Do I have to go into the Game folder and play them with a media player?

I just shift tab and make a playlist. I don't think I've ever intentionally bought OST dlc, but I do have the hl2 soundtrack somewhere on CD.

But it'd be cool to open the Steam Over and not have to close the game.
BTW what are the button I need to open Steam overlay for Gamepad and Keyboard?

for me on keyboard it's shift tab. I would not call the steam music player impressive by any means. Mostly I pop a youtube playlist in the web browser.
