well microsoft has a less strict version already in your registry, under mosetup (supposedly skips cpu check and instead of tpm 2.0 it only requires tpm 1.2.
but, also you would be using something like rufus to turn the iso into a bootable on a usb drive, rufus does a bunch of bypasses as well, but doesnt bypass the cpu check for some reason.
this one below can be saved as a reg file and will auto update the registry, or you add them manually.
as for what i did..., made sure i had 5 specific updates to win 7 (for me i had all of them already), did my back ups and tidied up a bit, rufus a win 10 iso onto a 8GB usb drive, then opened the usb drive, ran the installer, once finished, i disabled auto driver updates from windows update, then i did all the windows updates, rufus-ed a win 11 iso and put it on that same usb drive, repeated the process as above but also put that bypass reg file with it.
rebooted the pc into the usb drive (for me it showed 3 installers for that drive, the rufus installer was the one that didnt say uefi), let it load win 11 install and first screen hit shift-f10, ran the reg bypass and removed the microsft bypass under mosetup, closed everything and exited the installer, booted the pc back into win 10, opened the usb and ran the setup.
installed win 11, key activated, made sure auto driver update from windows update was still disabled, got all the updates, ran driver booster and updated any drivers that needed it (excluding gpu driver), check my programs, fixed a program, fixed a power plan issue, ect.. havent tried games.
keep in mind this is an upgrade to an upgrade (which keeps everything in your pc intact and switches the OS's), a fresh install is best and even better for people who wont or dont know how to maintain a pc, as there can be loads of differences with neglect and performance issues, on how easy or hard the process happens.
there are also some other tricks floating across the internet as well, one i think was using a win 11 file to replace a win 10 file to bypass the restrictions, dont remember all the details.
another was a github cmd script that bypasses tpm and other restrictions.
also for your key to work you actually have to have win 10 convert it first, win 11 wont recognize it... well for me it wouldnt, this goes for having to do a fresh install into win 10, getting your key and doing a fresh install of win 11.... or doing a upgrade into a fresh install, or fresh install into an upgrade............ or how ever you do it.
you can also of course, use something like ntlite and edit the OS iso's before hand, bypass restrictions, remove programs, adding programs, adding updates, editing the registry, removing or disabling w/e bs microsft has in it.
And its already associated with win 10. So a fresh install would seem to be needed for rufus, and the computer should be recognized by 11.

Rufus does not undo the cpu check? Thats news to me
edit: it didnt have an option to do the cpu bypass for me and that was on the latest version out (i also checked the registry to see what all it bypassed), for win 7 i had to use an older version or rufus and that one didnt have any options, but then again win 10 didnt have these restrictions.
no, you dont have to do a fresh install and you can bypass tpm.
personally, a fresh install is for people with messed up windows installs, or people who just dont keep their OS properly maintained.
edit: if you wanted, you could do a fresh fully updated install of win 7, with your activated key, and upgrade from there through 10 to 11, for someone who wants a clean OS to work with and still do the "upgrade" path, either way you need 10 first to get your key activated for win 11.

microsoft doesnt care about anything aside from harvesting user data to create targeted ads to make billions off of, that and taking every bit of user control and ownership from people and their computers.
