Gifting Games to friends for a HIGHER PRICE using VPN
as there is a rule about using VPN to other regions to buy games cheaper, i'd like to gift to my friend which is in a MORE EXPENSIVE country, even though this is against the rules, but might get steam more revenue, so is that acceptable?

That is grounds for getting your account banned and would not generate more revenue for steam. It would actually cost them revenue as everyone would just use VPN's to change their countries to buy games for a lower price.

It should be common sense they don't want you abusing their "kindness" to foreign markets to get games cheaper.

If the price difference between the 2 regions is more than 10% after currency conversion, you can not gift it. The original regional restrictions still apply, if the game has them.

If that is the case, send one of these using external funds only...

That doesn't matter as it still violates steam's service and is grounds for an account ban. No EU law lets you change that.
