Don't use third party stuff.
There's no official Steam idler.
Idle Daddy is completely safe.

(But it is not the best idler any more)
Valve Anti Cheat is only looking for cheats when you're playing on VAC secured servers.
Idling programs are not considered cheats and technically you're not playing games at all (Steam only thinks that game is running) so you won't have any problems if you idle VAC secured games.
