overlay on multi monitor setup
When I bring up the shift-tab overlay in (at least one of) my games, there are three windows that overlay most of the screen real estate, obscuring the game details. The game continues in the background, but while the overlay is open, I can't access the game. I've got another, perfectly good monitor sitting right there, connected to a second NVIDIA controller, and I'd like to have all that stuff - most of which doesn't interest me at all - appear on the second monitor, so the game itself is not hidden. I've tried just dragging the windows over to it, but no joy. There's a three panel layout underneath it all that isn't a framed panel at all, it has no drag handles, no minimize, no 'x' Is there any way to make the overlay windows behave as normal Windows panels, independent of the main Steam game frame, so I can move them to the other monitor? Or configure it so that the overlay windows appear on monitor 2 while playing the game on monitor 1?

overlay; cover the surface of (something) with a coating.

Put the game in borderless windowed mode, use a regular browser on the other display. The overlay will always be overlaid on the game, it's kinda in the name.
Overlay - a stupid name for a stupid design. "Overlaying" on top of a running game makes it kinda useless.
