The only reasons scammers exist are willing victims. If people would stop helping scammers, no scams would happen ever.

That's alternative facts. Or, to put it less euphemistically, a lie. I reported a couple profiles myself and after cheking, a couple of my reports have been acted upon.
That isn't true, I've seen swift action taken multiple times, they just don't advertise it.
I was cheated by Allegro, it was a Polish ebay weekend and the scammer wanted fast shipping confirmation was a fake bank transfer confirmation. there is even nowhere to provide such proof. "Bodzio buys skins" 2 years after I scammed people to this day:steamsad:

Why did you believe the scammer in the first place?
I have a group "anti scammer Bodzio" robbed people write there we reported it repeatedly and nothing gave him he continued to rob people from the same account with impunity

For starters, nobody robbed anyone. A robbery is quite a different from scam as protecting yourself from scams is a mere matter of not being an idiot. Protecting yourself from robbery, now that's something different entirely. That, and your group is pointless. False reports, such as the ones you encourage, not only don't contribute anything towards your goal, they clog up the system resulting in less processing time for legit reports. Same goes for repeated reporting.

So let's get this straight, you're hindering the process with your false/repeated reports and complain that reports don't do much. Do I have to paraphrase it, or do you see how that doesn't make the tinies sliver of any sense?

That, and if you report people for actions on eBay, c'mon, how's that being pointless not obvious?

Polish eBay is nothing to do with Steam. Valve warn people against trading outside of the windows yet you were trading on a completely different site on a PROMISE. How are Valve supposed to determine what happened when they only have certain evidence locked to their platform?

You only have yourself to blame.

I played with him many times for a year, I did not meet negative comments about him, I trusted him, it was my fault but I knew him, he sent confirmation (screan from bank confirmation that he made the transfer, he wanted the weekend because he had someone with pubg skins on trade for my skins, he said as he asked for a message)

I know that I did not act wisely but there was no indication that he was cheating, we played together, we had mutual friends, he has a high level of Steam account

That's no excuse to ignore the trading guidelines. It's not Valve's fault either that you decided to operate on a promise outside of the platform whereby it is very hard for them to make a determination and take action against suspected scammers. Try reporting him on the website is all you can do really.
