Hentai is hentai and comic books is Manga.
So you can have hentai manga and hntai anime.
So what the everloving duck is Hentai, what is the difference between that and any other kind of Manga or Anime, and while you're at it please define "fanservice" too? Is that like a happy ending at the massage parlour?
There are plenty of videogames, we're not going to run out even if you don't play the anime ones
Hentai means obvious pornography from Anime/Manga that shows Genitalia and sex scene.
The word you're looking for is "Ecchi" which is "Perverted" normally tend to be called fanservice kind of anime/game/manga, it could involve showing female nipples. Some of the Cheap Wanking materials in steam as long its not Rated Adult Only will be likely this kind of game.
Some of them arent cheap wanking materials, or pretty much the reason why it is created such as Senran Kagura which has very questionable boob physics , Panty shot, Partual Nudity which censored by light when transforming etc but it still wont show nipple/genitalia. That doesnt mean they're like "C" grade games or have no value or quality even fans.
This is very common thing in anime/manga as long they're tagged as Ecchi then you'll be seeing lots of sexual content like i mentioned above (eg partial nudity, panty shot, cleavages, some weird fetish, or sometimes its like Borderline H(Hentai)).
Most of known Japanese game doesnt look like this , theres fanservice but it RARELY goes beyond something like that, it may occur like 2 to 5% of the game content depends how the game presentate themselves.
Though undeniably if you are a"Try hard" you can find lots of cheap wanking games in upcoming games without filter. Sometimes these tittle still show up in Popular Upcoming too.
They're cheap, not even worth your money unless youre somekind of masochist who buy any kind of games disregard the quality.
However theres some conditional stuff, for example you can try finding Visual Novel DLC called "Kindred Spirit on the Roof Full Chorus" which involves showing female nipples and offscreen sex scene (but not showing genitalia) something similiar to God of War or Witcher sex scene but is somehow tagged as Adult Only in steam.
For your information the game also sold in GoG and only rated R18 for the DLC and not Aduly Only which question how steam rate anime games.
Then theres also game recently added to Steam called Gun Gun Pixies or something , Which rated Pegi 16+ yet Steam added it as Adult Only.

Its obvious you're already generalised that anime is mostly a hentai stuff.
Comic book = Manga
Animation = Anime.
Hentai is a hentai , it could be a game,manga or anime even novel, and will be always Rated 18+.
Do mention we're not even talking what is an Eroge, Nukige, Darkge, Moege or someshit like that unless you're interested in Visual Novel ofc.
In this regard I've often suggested setting up 'tag combos' would be more effective than just adding more tags.

Actually "ecchi" and "fanservice" are (as far as I can tell) somewhat related, but not the same thing.
To my knowledge, "fanservice" isn't really connected with the plot at all, while "ecchi" makes it part of the plot. Something like that, anyway -- I don't have an exact definition of either.
It never was.
In the west, we are used to seeing cartoons as being something for kids -- real adults get real video. Japan never had problems with using the animations for everything.
Which might also be a reason why the island dwellers are so good at storytelling/world-building: in terms of production cost, having all sorts of weird characters, technology and strange worlds is no more expensive than a standard everyday scene. As such, they might not restrict everything they do with a big "production cost" barrier.

Along the same lines, I noticed something interesting in a game yesterday, when I got the end credits (although, it's the normal-ending end-credits; I don't know whether I'll get different end credits after the true end): they just listed the cast with their voice actors, and some additional people working in that area. When introducing new characters, the game would also give a title screen with the character name and the voice actor name.
Animated works are just much more important in Japan than in the west, which also affects how the voice actors are perceived and treated.

I hear you. My first comment on the "new steam library" announcement actually was about "tag combos" as a "filter out" AND as a "search for" option.

Ecchi is a sub-genre, and fanservice can be eveywhere, even in western TV shows.
This is the whole point of filtering. You select a few tags of the types you WANT to see. You select a few tags of the types you DO NOT WANT to see. If a person is doing filter-hide, they don't care if "that game they don't know about might be likable if they try it." What you're describing isn't a reason not to expand the filtering system, but an excuse for deliberately showing people games they tried to filter out...
Most the tags are user-defined. They aren't accurate which is why when you get a horde of people applying them en masse you get tags that are false.
And a lot of it is subjective. Chrono Trigger the classic JRPG would be filtered out by anime tags depending. Final Fantasy games too. Many of the fighting games debatably could come under the axe as well.
