Just because you don't see the reason doesn't make it unjustified. Sometimes its better to err on the side of caution. Othertimes the dev's falsify and lie to steam resulting in a ban of their games. Something that the end user doesn't know about.
Steam also can and has banned games like Rapelay or whatever it was called because it was too controversial, too focused on rape, and at the end of the day its their platform and their decision. Sometimes they might err on the side of caution rather then risk an issue.
They did not ban R.a.p.eday for the sex. Their reasoning was that it was a "troll game".
Which it 100% was, the creator even admitted to that.
Again, there are plenty of Hentai games on the store that contain R.a.p.e as a main gameplay element.
Sadly the dev from what i know didn't really go into detail about what asagi in particular was banned for so i honestly can't say you are wrong
Rape day likely wasn't banned because of how controversial it was on paper but god I in all honesty am glad that ren'py game that actually seeked to invite controversy despite how bad it looked overall(not the depictions of rape the game in general).
All that game would have did is make ALL of this much much more complicated with people using it as an example as to why these games shouldn't even be here.

That being said rape isn't a reason steam bans any game since they would be breaking their own rule as no laws are in place against drawing that.
Most if not all the games are banned because of the child exploitation law.
Problem is with this rules can be stretched to the point where school outfits aren't allowed,People of small stature are likely to get the boot even if they physically (Somehow being a unit with a ripped body) and or socially(voice and characteristics) demonstrate traits that betray the idea of them being a child.
Its the same reason games are allowed to contain nazis, racists and other things but games made to promote those views and ideals are not allowed.
That has nothing to do with Steam. I can purchase it just fine here.
The Expression Amrilato is a brilliant example.

Anyways back on topic: Don't expect adult content to arrive on steam uncensored anymore. And ideally don't support such content on a platform that might later ban it anyway if you want to sent a message about unacceptable censorship. Buy it somewhere else where the creators and their creation are respected enough to not face the banhammer and they actually let the free market decide.
Also to anybody bringing in the different laws in world argument. You know steam can region lock and prevent the sale in specific countries right? Asia isn't just Japan or the Americas only the US.

Like too childlike or underage or whatever is very relative if the characters aren't even humans but let say belongs to the race of the ukasumenaki or Xeresaxinikamutanonisamisala or so where as an example they look like childs till they are 1000 years old and then look like young adults till they are 2000 years old or whatever the author defined for his fantasy race.
Like I remember I once saw succubi in some anime looking like 12y old girls but then one of them said that she is 800 years old already. And of course them being succubi also meant they engaged in sexual actvity to get their energy to stay alive.
Btw. The mentioned anime rated 16+ was normally broadcasted on free TV.
I remember when "Interview With the Vampire" almost got banned for having a 12-year-old Kirsten Dunst play the hundreds of years old child vampire who wanted to get jiggy with Brad Pitt and Tom Cruise. The line really isn't that narrow - it's pretty strictly a matter of the fact that pedophiles don't watch or grab Kleenex for the storyline, and anyone who says they didn't think of that during production is a liar.
I also keep hoping they make a real crazy action game one day like DMC, Ninja Gaiden, MGR etc..
It's honestly all irrelevant. It's Valves store, quite simply put it's on them to decide what they do or do not want to sell in their own freaking storefront.
Which is sad, given that some games that would likely not make it to Steam can be rather impressive. It is kind of bad when I play one with underwhelming gameplay, story and adult content all-in-one and think to myself: "You know, I could probably do all of this better."
