Ironic that you want a shovelware game on steam, yet are complaining about them at the same time.
Instead of trying to claim Valve don't have guidelines try learning the basic ones they have (rape, underage, lying about content/ratings) and making sure the game you are trying to defend doesn't break those.
I could list you a dozen other hentai games on the store where rape is the focus and which are sold without a problem.
Again, its Steam and its arbitrary ruling that is the problem.
It also already has affected games that have no porn at all and that got refused by Steam, just because the characters in it had school uniforms.
That makes ZERO sense when on the other hand you have games like Life is Strange 2 that has underage sex in it but apparently since its not a filthy anime game its ok there.
If Steam does not want certain games on the store then that is their right but is it too much to ask to give us CLEAR rules and guidelines what is and what is not allowed?
The current system is just crap, plain and simple.
As for you claims of games being removed with no sexual content there was only one of those and that was the one that lied about having an official ESRB rating and that was what led to the devs being banned.
When it comes to Life is Strange 2 the difference is in the context yes the event happens in the game but it is not the focus of the game it is only a tiny fractional moment of it and is not shown in the same way the banned games show such events.
Maybe the game featured characters that where too childlike. Because that's usually what gets those games thrown off Steam.

Devil, demon, evil and sorcery related concepts used to be 'villainous' in the past but now the main characted wields them and the ill-informed gamer happily assumes those roles.

Life is Strange 2 as far as im aware doesn't show nudity. Showing nudity of an underage person can get steam MASSIVE fines and get them in trouble so they tend to err on side of caution if their is ambiguity.
Also Rape is subjective. Quantity, purpose, details, who is doing it, the point of it, etc are all factors and it IS subjective. There isn't some formula where they say X+Y+Z game it a score of 96 and it needed a 97 to stay.
Yet in laws that distinction is not made when it comes to underage characters. Saying "It's only a drawing, it's not real" is not a legal defence in that regard.
However, you're sure they don't accept games with sexual assault etc in it? Because there are lots of those here already, most clearly stating that there is such content in them. Such fictional content is not illegal per se afaik.
The "Rape Day" game was not accepted because it drew too much negative attention, not because of the content itself.
