They're minimizing ways to cash out Steam wallet back to real life money.
Correct. The entire amount must be added through an external method.
As of now, it says nowhere that I wouldn't be able to use my wallet funds to buy an Index and the support even told that we could do it back in may :

You know the ongoing efforts to class "lockboxes" as gambling? Valve might be trying to avoid similar scrutiny by demonetizing skins.
I'm not saying this is what valve did, but I could understand if it were.
What on earth are you blithering about? It IS the best headset. Litterally every reviewer stated as much and I assure you. the Index really is superior to anything else on the market. Oculus simple has a bigger market share because they're offering the budget headset for first time buyers.
The only disconnect I see here is your's. What you said is disproveable nonsense for multiple reasons.
First off, Valve didn't "screw up" anything. Valve did what they wanted to do which was build the best possible VR system they could. This started with a partnership with HTC for the Vive then turned into the Index. Thats the headset they wanted to develop and release.
Secondly, Valve is not pushing any hardware over another nor are they in competition to sell headsets. They don't need to be. You can straight up use any VR headset on SteamVR and since Valves end game is to sell you games, not headsets, it makes not a shred of difference what headset you buy.
Thirdly, Valve have litterally made the SteamVR partnership program with over 500 tech firms which includes Microsoft for WinMR support (who where, at the time, producing budget headsets) and Google so Daydream devices can connect (at some level) to SteamVR.
Forthly, your logic makes absoultely no sense anyway. Would you argue lamborghini is doing nothing to push car adoption because they make expensive sports cars?
If you want "affordable VR" it exists. You can buy a complete self contained VR system for $400 with the Oculus Quest. If you want the best high end experiance, you connect an Index to your PC. If you want something in between, there are multiple options from multiple companies.
Nothing is holding VR back, least of all Valve.
You're clearly delusional and talk utter BS so no, I do not agree with you.
