Steam uploading while games are been played

Hello, the title is basically everything, Steam is constantly uploading while I'm playing games and it causes my ping to go from 40-60 to 200-300, I can't find an option in preferences/settings to stop this, is there anything I can do?

view > settings > downloads

There is no option there to stop uploads while playing games, only to stop downloads.

What "uploads" are you even referring to?

What do you mean uploading? Steam doesn't upload anything apart from Steam cloud saves but they only do after closing the game.

I can see steam uploading when I'm playing counterstrike go. It had gotten to over 23MB by the time I gave up and quit trying to play. I do not know what it is uploading.

An application called activity monitor which shows sent bytes, recieved bytes, sent packets, receieved packets, etc. To be clear, it was the steam application, not CSGO uploading. Also I took no pictures or videos that it would have to upload.

Steam has a few webhelper processes in the background, that could be blamed for that.

Since it doesn't seem to be a seperate process from Steam I cannot quit it seperately, currently there is Steam, Steam Helper, Steam Helper, Steam Helper, Steam Helper, Steam Helper, and Steam_osx.
