For me the purchase on Paypal failed, but I have an alternative one from a bank that worked.
That's a perfectly valid reason to close the account.
I once got locked out of my amazon account because some glitch set my address back to where I lived as a teenager. That took a while to get fixed, I think 3 phone calls. First two did troubleshooting and then told me I wasn't able to prove I was me.
Third guy gave like, zero ♥♥♥♥♥. I said I could prove my identity through past purchases. I told him the fourth thing I bought was a master chief with a shotgun. He scrolled in, said "That's a pretty sweet action figure, I can now confirm that you are the user, have a great day."
I do wonder what the problem with paypal is though.
Not to another country.
