All they'd have to do to please me would be to allow users to buy mutiple gifts for friends and loved ones without locking them out of their own purchasing power for several hours.

It's christmas time, years before steam sales were full of jolly and fun, i'm not talking about flash sales and all that (which also was better btw), now it's just plain boring with some awards that nobody give a ♥♥♥♥ about. Also your argument of "every sale someone says this", many more people are saying the same too.
But what's with:
- mini games
- flash sales
a reason to come back and buy more? I actually did that usually (and hated myself afterwards). I bought 1-3 games initially and then impulse purchases over the days...
And a lot of people complained they had to wait for the last day of sales to see if something they wanted goes on sale. You can't make everyone happy.
People do that all the time. I personally believe that Valve just didn't want to anymore.. people will complain even when the dont do it.. so what matters..
I still say that Valve sold out long ago.. and these guys could care less about anything but the paper dollar.
