Does Remote Play Together work with non-Steam games?
Like if I wanna play a local co-op game but don't own it on Steam and add it manually.

It would be a huge bummer if you can't.

If you don't own it on Steam, add it to your Steam library as a non-Steam game.

The short answer is yes, however it requires a (generally older/looser DRM?) donor steam game with Remote Play Together enabled.

An example is LEGO® Batman™: The Videogame (2008). Gutting/deleting the local Lego Batman game files and creating either hardlinks or transferring the non-steam game files, followed by making sure the new game exe is appropriately titled (in this case "LEGOBatman.exe") seems to work.

There's plenty of other games besides Lego Batman this works for, but it's up to you to scan the compatibility list and find one you own. Target non-steam games it's compatible with is likely a little more hit-or-miss, but in general it's probably fair to assume that if it works on Parsec it'll work through Steam.
I WAS USING THE SAME EXACT THING TO PLAY WITH MY FRIEND

It doesn't really seem to work if the game has different folder structure.
For example my steam game has its .exe in the game root folder, but the non-steam game I want to try has its .exe in one of the subfolders, so simply swapping files is not going to work.

Woww!! it works hahahaha
big thanks to sigma for the handy work-around (gave him the "treasure" award)
I use stardew valley for the donor
1. go to steam library -> select the donor (game with remote play together) -> right click -> properties -> local files -> browse
2. backup all of game files (remember the donor game .exe name -in this case (Stardew Valley)) -> delete all files in the current folder
3. copy all game files from the game that you want to play with -> paste to the empty stardew valley folder
4. rename the .exe file to match the donor (Stardew Valley.exe)
5. put a smile on your face :)

To add to this, does anyone know how to get Remote Play working with Steam ROM Manager added games? Will RemotePlayDetached work with it?

If you can link the Steam container (Steam game install path) to remove the official install files for an install of a game with an .exe, then yes you could run the game. That's how it works from what I remember. If Steam ROM Manager runs .exe files, conceivably it could work if it launches with Steam overlay.

Retroarch works as one exe, and accesses game files to play it. So each individual game file is not an exe, they are whatever file extension they happen to be. I have tried placing the Retroarch installation used to play games via Steam ROM Manager into a donor game folder and changing the exe name. It works, and Retroarch then has Remote Play enabled.
However, it's only if you run the donor game. Not if you run the individual games from Steam that you are emulating.

This method does NOT work with Family Guy: Back to the Multiverse unfortunately, so this isnt a sure fire bet that this will work with any non steam game.

Or, a simpler solution would be is to:

1- Add non steam game

2- Go to the game's page in your steam library

3-Click on manage (the little gear icon) and choose manage> add desktop shortcut

4- Enjoy!

I was able to successfully add UNRAILED! that I got from epic games.
GLHF!

If you swap one Unity game for another you should also rename Game_data folder. For my example when i renamed the exe to Polarity.exe, it asked for Polarity_Data folder, so i also renamed that and it worked.

Just use this method: https://youtu.be/qmWtCa6uocU

Instead of "Polygunner" I recommend using "Rogue Glitch" which is free and very lightweight.
