yeah im certain its like that for any store. didnt stop the guy in question returning there. could have been any store. wal mart just an example as people tend to know how easy it is to return stuff there.

plus the guy who bought codes said that he is going to buy bitcoin from those codes but when asked to show how he is redeeming codes, he signed into the steam account and shows the error when he redeems code.
Yeah that is 100% a lie , you cant buy Bitcoins with Steam Wallet codes.
Apart from that, Bitcoins are at 10k dollars at the moment for a single one.
He would need quiet a bit more.
Shops don't really have check whether a key worked or not. If someone returns it, they can tell the publisher and the publisher will just revoke the key, regardless of whether it was activated or not.
I would expect that wallet codes can be revoked as well.
Why is it any of your business who redeemed a code they bought and when?
Any website that asks you for this information is trying to scam you, and will just think of some other excuse to keep your money anyway.
If you bought a wallet code and it was used then you were flat out scammed.
