How to restore game achievements e.g. Terraria from Steam backup?

How to restore game e.g. Terraria from Steam backup after reinstalling Windows 10? Please help? I tried to restore from Steam backup but I didn't get my achievements back.

Achievements are saved in the cloud. If you do not have them, you are on the wrong account.

Do you mean Steam Achievements? Those are linked to your account, not the game.
If you mean ingame achievements, then you need to transfer your old save game over.
The backup function only saves the installation files of the game, not the save games.
Those you have to copy over from your old installation yourself or download from the Steam Cloud if you have it activated and the game supports it.

If you had Steam cloud activated it should have give you the option to download the latest save when you start the game. If no message popped up you most likely did not upload anything to cloud or had the option not activated.
In that case i fear your old stuff is gone and you need to start from the beginning ingame.
