But assuming there's really no solution, then at least that answers my question succinctly, and I can start looking elsewhere rather than bashing my head, so thanks.
If anyone does have a concrete solution though, I'm open to hearing.

Both WRACK and To The Moon naturally download their OST's in both their MP3 and Flac formats, and can play either one, which is why they show up as two separate entities in the music list. In short, Steam is perfectly capable of playing .FLAC files, and I've confirmed it does so with at least these two games.
...Which means the problem I'm encountering trying to play the Soundtrack from Narcissu is a completely different problem, and unrelated to a compatibility issue.
Well, that at least crosses one problem off the list. Troubleshooting is fun, guys.
