Caribbean is not a country. What country do you live in?
You should be able to change your store country to the Netherlands by following the below steps.

"Go to your Account Details page where your store country is listed on the right-hand side under Store and Purchase History. Select Update store country. Once you have selected your new country of residence, your store region and Steam Wallet will automatically update to the new region/currency using daily exchange rates. Future purchases must be made with a payment method that matches the new Steam country.
Example scenario: moving from Germany to the United States
Let’s say you’ve recently moved from Germany to the United States. You will then see the United States listed as an option in the Store Region link, in addition to Germany. Selecting it will change your store to display products and pricing available in the United States. To verify your new country of residence, you must complete your next purchase with a payment method tied to an address within the United States."
