Is there any games similar to Age of Empires but without the fighting?
I'd love a game that's a cross between Cities Skylines and Age of Empires and Banished where you start off very primitive, you have to gather resources, build and level to progress through the ages. Starting with building dirt roads, inventing the wheel etc, ultimately up to modern day or the future and everything in between. Is there anything like this?

Civ games has combat. It's more of a city builder with resource gathering through the ages I had in mind :(

Banished is great, but it doesn't progress through the ages, roads, cars, agriculture etc. :(

Age of Empires is an RTS game. Not sure if you can find a nonviolent RTS game, but Simcity, Cities Skylines, and Civilization have city building
I've heard Empire Earth is similar?

Have a look at Factorio - it does have some combat later on, but it's not the main part of the game, more about building up your factories and technology. Heard good things about it, apparently it's very addictive

It's the city builder with the aspects of an RTS I'd like. Start off with your settlers, assign people to gather wood, stone, food etc. Level up and unlock roads, wheels, agriculture, industrial etc etc

Rise of Nations is a good one, not as complex as the civ games and similar concept to age of empires that you are looking for, just a little more detailed.

Theres an extended edition on steam:

As the ages progress more resources become available to you on the map like oil in the industrial age.

It has more customisation than my beloved Age of Empires 2 for the battles too and scouts can be set to auto explore, in addition to being able to have economic victories instead of killing everyone.

The basic resources are Food, Timber, Metal, Oil, Wealth and Knowledge, but some of these are not able to be found on the map until you reach more modern ages.

Buildings and things improve over time - Basic look out towers and dirt tracks evolve over for example to anti aircraft emplacements and proper roads, and there is a more interesting mechanic to capturing or destroying enemy towns?

For example a town centre can be attacked until it cannot defend itself, but then you need to follow up and capture it with infantry which starts a timer countdown until its yours.
During that timer, the enemy may put up enough resistance and get it back.

Also with the various resource buildings, most of the buildings can benefit not only from tech tree upgrades or civ specific bonuses and "rare resources" found on the map, but also secondary "improvement" buildings that increase the amount of resources gained from its respective harvest unit.

As an example, any number of basic wood cutters camp tied to a specific town centre will all improve if you build a lumber camp.
Things like "knowledge" which is a crucial resource generated at universities, and "faith" generating buildings influence the distance and strength of your borders.
If an enemy comes to your territory, its possible that they may suffer minor or major attrition damage and like wise for yourself unless you have the appropriate support units with your armies.

Your scout may find other resouces on the map like uranium, horses, wine, salt etc and by sending a merchant to the spot to "harvest" it, the player can gain various bonuses both economic and military as opposed to the basic gold generating relics in Age of Empires 2.

There are also game ending super technologies like nuclear weapons, missile shields, artificial intelligence and something else but the game can be set up not to include these things or start and end in a particular era for example.

Here is a wiki for the game:

I actually recall such a game existing but I can't remember the damn name. I will get back to you if I find it. It almost feels like a fake memory btw so I could be speaking out of my arse.

In the mean time, you could look into, the Tropico Series and the Anno series. I've heard that they have little to no combat and Tropico does have you start in the colonal period and has you advance to the future.

I also enjoy playing Stronghold HD, its basically an older castle town builder but also has an ace sandbox freeplay mode, or custom campaigns that can be economic or war based.
An early economic one has you stockpiling enough ale and cheese for a grand feast, which of course need basic resources and a "chain of manufacturing" like in the old "settlers" games back in the day.

The population still needs feeding on top of that, but in this game the population cap grows by the health and wealth of your town - you can allow extra rations or half rations to feed them for example, or raise or lower the taxes to balance generating wealth against civillian happiness or discontent.

There are other Stronghold titles in the series but many regard this as one of the better ones.

Also might suggest Tropico 4:

Again, it has options for city building and economic victories or paths to power if you fancy, but most of my time has been spent in the cool sandbox mode, just building, getting optimum transport flows and not worrying about too many disasters of cash shortages.
