But no, not necessarily. Some of my pirates with more experience/higher skill ranking in Bilge start with all the pieces, even the 5 sided last piece. My main is very experienced, and I am very good, at Alchemistry, so that pirate starts with most bottles having at least 3 colors. The number of platforms I have to clear in Sailing varies from pirate to pirate based on experience and standing. Etc.
On a new pirate, I do have to puzzle my way through the beginner stages to start. Nothing is inherited from my account. A new pirate is a blank slate.

It is common to have lower Standing start with simpler puzzles. Fewer colors in Weaving. A smaller board and less complications in Patching. That sort of thing. There are some puzzles that the puzzle is basically the puzzle, like Carpentry and Gunning. But even they have Standing related modifiers like number of stars/boards to fill and default speed.
