Megaman ZX- 3rd Sub Tank - Area K1
I'm having an issue doing the double charge/release method to get through the blocks in the roof of the cave (where the button that unlocks the gate is) to get to the 3rd sub tank.

(In game) I've got the quick charge chip
(In game) I've already gone and used the terminal in game to slow the lava flow

(Outside game) I'm using a wired brand new 360 controller
(Outside game) I'm using a new i5 computer

the specific issue is the character (while in Fx form) won't double release the charge shot
It'll either do one, or none at all but the animation will still play
Should I just skip using the tank? want to use it to fight O-form after game.

Based on your description, I suspect you are releasing both primary and secondary attack buttons at the same time to attack. If that's the case, try releasing your charged attacks one at a time.

I thought that too, but it's like while wall sliding, frantically holding and releasing is just too much for the game engine. I've tried "one after the other" as in button by button and I get the animation but no powershot. Or if I get a powershot its just singular instead of double.

I've never had any such problem. I will say though, just in case this might be the problem: Charged attacks as Hx, Fx, Lx, and Px all use Weapon Energy. If you are out of Weapon Energy (The green meter next to your health) the attack won't charge. In the case of Fx, you can still punch, but it won't sent out a projectile.

The way you use Fx in getting the Area K subtank is you charge up both primary and secondary and release them in rapid succession to punch the blocks obstructing your path to the upper exit of that room. I've done this many times over on repeat playthroughs, so the game itself isn't the problem here.
