I thought that too, but it's like while wall sliding, frantically holding and releasing is just too much for the game engine. I've tried "one after the other" as in button by button and I get the animation but no powershot. Or if I get a powershot its just singular instead of double.
The way you use Fx in getting the Area K subtank is you charge up both primary and secondary and release them in rapid succession to punch the blocks obstructing your path to the upper exit of that room. I've done this many times over on repeat playthroughs, so the game itself isn't the problem here.
