I work as train driver for a few years and i know that isn't necessary to lower pantograps if it is on neutral section. Only thing that is need to do is to turn of main switch. but also we can say that this can depend on voltage system. (AC/DC)
But in neutral section you don't have to lower pantographs, Just turn off main switch, cause section dividers are in this sections built to drive with pantographs up. They just cannot been driven under the load. (train heating off, main switch off...)
Are you talking about the mechanics in the game itself, or in reality? If we talk about reality, then I will repeat again, in the game the operation of a locomotive is not quite the same as in reality.
